ITANAGAR, May 29: Arunachal Civil Society (ACS) will organise a protest rally to remind the central government of the charter of demands placed by it last year, which includes stapled visa issued by China to the people of Arunachal Pradesh in New Delhi from Arunachal Bhawan to Chinese Embassy on June 6 next.
Arunachal Civil Society (ACS) staged a sit in dharna at the national capital against the stapled visa issue followed by submission of MoU to PM Narendra Modi and Sushma Swaraj, Union Minister of External Affairs in 2014. But the government has not yet responded to its demand, stated an ACS release.

Reacting to the press statement of BJYM, the APYC, while condemning the allegation of mudslinging, said that Congress party does not believe in cheap politics and distorted propaganda to mislead the people.
While reiterating its stand, the APYC demanded that the BJP come out with the names of the particular projects, schemes, contractors and executing agencies that allegedly misappropriated and siphoned off central funds. The Congress Party and the State Govt are ready to welcome any investigating agency like SIC, SIT, CBI if such projects are identified, the Youth Congress added.
Baseless allegations are condemnable, the APYC said adding that such allegations will discourage the morale of government officers and other agencies who have been working tirelessly for the state.
The APYC also appealed to all political parties in the state to stop indulging in misleading politics and making baseless allegations against the Govt. and stand together as citizens of the state for the welfare of the people.

APCSD condemns BJP MLAs move
ITANAGAR, May 29: The Arunachal Pradesh Congress Seva Dal (APCSD) today vehemently condemned the act of BJP MLAs of the state for lodging complaint against state Govt which resulted in enquiry order by the DoNER ministry into alleged misappropriation of NLCPR and NEC funded projects in the state.
DoNER Ministry has clearly indicated that funds for any kind of ongoing project will not be released further till the probe completes, the APCSD claimed adding the decision will bring a major part of developmental activities to a grinding halt in the state and will negatively impact the lives of its inhabitants.
Lashing out at BJP legislators, the APCSD further said the legislators had lodged the complaint with the intension to halt the development of the state hoping that such tactics of the NDA Govt will destabilise the state Govt.
Informing that the Seva Dal will reach out to the people to make them aware of the misdeeds of the state BJP and their ulterior motives to grab power, it appealed the people of the state to continue their support to development programmes of the state Govt.

Attack condemned
ITANAGAR, May 29: The Kurung Kumey district unit of Arunachal Pradesh Civil Service Officer's Association (APCSOA) today condemned the assault on L. Bagra, EAC cum Town Magistrate at Aalo by a group of IRBn personnel recently.
Stating that such incidents demoralise the Govt staffs who are serving the state even in difficult situation, the Association unit urged the concerned authority to award exemplary punishment to the culprits involved in the attack.

Connect rural Arunachal too, says CM as he advocates satellite model for connectivity
NEW DELHI, May 29: Although several telecom operators are active in Arunachal Pradesh, they are mainly concentrated in urban areas, Chief Minister Nabam Tuki said, adding that rural areas with difficult terrain are yet to be connected with modern communications network.
He was speaking at a workshop with states on Bharatnet – the National Fibre Optics Network (NFON) organized by Department of Telecommunications under Union Ministry of Communications and IT at New Delhi today.
Tuki shared that it is very difficult to reach out to the people in mountainous areas of the state especially the areas adjoining the vast international border of the state. The introduction of Satellite connectivity would serve the dual purpose of catering to civilian as well military needs in this strategic state, he said while appealing the centre to introduce the Satellite model for boosting communications and digital connectivity in Arunachal Pradesh and other hill states of the North Eastern Region.
Admitting that laying optical fibre networks in these areas is an uphill task, the Centre should therefore opt for a Satellite model of communications for the benefit of the people living in these areas, he said.
He also mentioned that while the focus has been primarily on physical connectivity in Arunachal Pradesh and the region, a new paradigm shift is required to boost digital connectivity which is a faster mode to connect people and will go a long way in integrating the North East with mainland India much faster.

New Delhi, May 29: Amidst a row over ban on beef, Union Minister Kiren Rijiju today said his statement on people's food habit was "twisted" by the media and strongly denied that he eats beef.
The controversy was sparked in the backdrop of remarks by Rijiju's ministerial colleague Mukhtar Abbas Naqvi that those who want to eat beef should go to Pakistan.
Rijiju said while visiting Mizoram recently that he had to encounter a question at a press conference in Aizawl whether all Mizos and other people of Northeastern region who eat beef have to go to Pakistan.
"To calm down the situation, I had the responsibility as a Union Minister whereby I gave a hypothetical example of myself that I am from Arunachal Pradesh and if I have a particular food habit, no one can stop.
"It was totally uncalled for to make that hypothetical example as headline thereby making it sound as if I consume beef in real life and challenge the other communities to stop me. Even if nobody in my family consumes beef, it is our choice," he said in a statement here.
Rijiju said as a Union Minister it was an obligation on his part to maintain the spirit of the Constitution but the news report made it sound like he had made a combative statement sounding like throwing a challenge.
"It has created an unnecessary controversy. I am contemplating to issue a legal notice to the concerned newspaper for making the wrong news headline which resulted in conveying a wrong message to readers. The news headline was completely out of context and wholly twisted the meaning," he said.
Tezu gets clean drinking water facility
TEZU, May 29: PHE and WS Minister Takam Pario inaugurated a water treatment plant at Shivajinagar today. The water treatment plant with capacity of 5 MLD (millions litres per day) will provide clean drinking water to more than sixty thousand people.
Highlighting the importance of clean drinking water to health and maintaining high degree of sanitation practice, the Minister informed that the Department of PHE & WS under the Swachh Bharat Abhiyan provides assistance for individual household latrines and other sanitation facilities for the poor. He suggested the district authorities to prevent deforestation and protect the catchment area.
He appealed for coordination and understanding between public and district authorities for rapid development of the district.
The Minister also presented umbrellas and rain coats to the Gaon Burah during the programme.
Parliamentary Secretary Kumsi Sidisow advised the people of Tezu to work as a team and assured all possible help and assistance to the people for all development.
Tezu MLA Dr. Mohesh Chai said the WTP will cater to the safe and clean drinking water needs of the people. He, however, informed the minister that there is still scarcity of safe drinking water in various villages adjoining Tezu. He requested the minister for allocation of additional funds for providing clean water supply to nearby villages.
MLA Dr. Chai also asked the Department to follow the standard treatment methods regularly.
The project of ‘water supply at Tezu Township’ was sanctioned by Government of India under Non Lapsable Central Pool of Resources (NLCPR) during October 2010, informed Lohit Deputy Commissioner Dr. BM Mishra. The project was prepared during 2009 on the basis of 2001 Census for a population of 17838 for 15 years, he informed. Chief Engineer L. Kri highlighted the salient features of the Water Treatment Plant. He said that the water treatment plant will enhance the department revenue. DIPRO
Tayeng calls for judicious use of limited water resources
ITANAGAR, May 29: Parliamentary Secretary for Water Resource Department Gum Tayeng along with Chief Engineer Likar Angu and SSW T. Lego and PRI leaders visited Ziro Lower Subansiri district on Thursday to take stock development activities in the department.
In her whirlwind developmental tour in the district, the Parliamentary Secretary inspected irrigation and CAD project near Yapom Putu at Yazali. Inspecting the project sites, Tayeng stressed on judicious use of limited water resources and directed the department to initiate innovative technology for maximum irrigation.
The local PRI leaders and farmers have appealed to Parliamentary Secretary for an augmentation, renovation and extension of existing irrigation projects and demanded for sanction of the projects. Responding the public verbal representation, she asked the Chief Engineer of the department to consider the public grievances. During her tour she also interacted with officers and suggested them to cooperate with PRI members for carrying out the developmental activities, a release added.

Stop blame game, ensure sound financial position: ANYA

BJP’s ‘Jankalyan Parv’ launched at Mahadevpur
ITANAGAR, May 29: Union Minister of State for Sports and Youth Affairs (Independent charge) Sarbananda Sonowal launched the Jankalyan Parv for Eastern Arunachal Pradesh at Mahadevpur in Namsai yesterday.

Parl. Secy. inspects renovation works of Rupa MHP
ITANAGAR, May 29: Parliamentary Secretary (DHPD) Phurpa Tsering inspected the renovation works of 200 Kw Rupa micro hydel project (MHP), and 100 Kw Jigaon micro hydel project which is at the last stage of completion.
Rupa micro hydel project was commissioned in the year 1997. Power generation from the hydel project was stopped for renovation of E&M equipment. The Jigaon micro hydel project is yet to be commissioned due to some minor technical problem.
The Parliamentary Secretary instructed the department to complete the renovation works of Rupa hydel project within a month. He also asked the department to ensure commissioning of the Jigaon micro hydel project within a month by rectifying the technical problems.
The Parliamentary Secretary was accompanied during his visit by departmental engineers and senior public leaders of Rupa and Dirang.
Farmers urged to adopt modern technology in agriculture
YINGKIONG, May 29: Upper Siang district Deputy Commissioner Remo Kamki has called upon the farmers to adopt modern technology to enhance rural economy.

Embarrassment for Modi govt.
The decision of IIT Madras to derecognize the Ambedkar Periyar Student Circle (APSC) by stating that the student group had violated guidelines issued by the institute is very unfortunate and is setting dangerous trend. As per the report in national media, the decision was taken after an anonymous complaint letter was sent to the ministry of human resource development about the activities of student bodies. The complainant had enclosed the APSC pamphlet reproducing the speech which criticized the Modi government and its policies. The complaint even accused APSC of trying to spread "hatred" against Modi by mobilizing SC/ST students to question government policies on the use of Hindi and the ban on cow slaughter.
The move by IIT Madras to muzzle down dissident voice based on the letter written by MHRD has been received with hostility across the country. Many see this move as undemocratic and step towards curtailing freedom of speech and expression. Various political parties as well as civil society groups have expressed deep concern over the development. Members of National Students Union of India (NSUI) today staged protest outside the residence of Smriti Irani, minister of human resource development. IIT Madras should rethink over the decision to derecognize APSC. They have no right to curtail right of student bodies by citing some rules. The incident is huge embarrassment for Modi government. MHRD could have easily avoided the situation by ignoring the anonymous letter.

Judge them by their work, not material collection
Dear Editor,
A family suffers when in summer; they don’t think and save well for the winter. Our
state suffers because Govt and it’s thousands of servants don’t collectively think
about the upcoming seasons and calamities. Netas, Bureaucrats, and technocrats have
short term memory because, they are deeply indulged in mismanagement that they don’t
have much time to ponder about unforeseen future. Let’s analyze some points as a
root cause of financial mismanagement:-
Revenue Mismanage-
Uncheck illegal appointments: As per random survey, 90% of the employees (Top to Bottom) are appointed illegally without adopting to proper procedure or by abuse of official power. And officials appointed through illegal means are smartest in corruption. Because they entered easy and they think easy. Appointing undeserved people into Department through RR/deputation/Promotion put a financial burden on exchequer. There are numbers of examples in our state govts where, person from Assistant Teacher/Clerk Level have reached to the level of Director whereas, EG level officer sometime are not able to reach at their level throughout life time of dedicated services. Such actions are gross misuse/abuse of political power and would deliver nothing except loss.
When every state has their own pay commission to fix the salary as per the economic capacities of that state, why our state Govt is trying to compare with the central govt without having healthy and well protected treasury?
Our own people at govt are putting our system and our govt in financial trouble. Sufferers are the state and its people. When 99% of these AEs and Officers are among the most corrupt, what’s the need of enhancing their official status and level? It is quite funny to know that some people can increase their status by paying bribe rather than by qualitative work. An engineer’s accomplishment has to be judged in terms of quality building, road, bridges and other infrastructure. Lack of streamlining in the functioning of our Govt system is taking a toll on our state.
Let’s judge the quality of an officer by their accomplishment in the public life, not by their personal buildings and luxury cars.

Child trafficking
Dear Editor,
Human beings tend to gloat about attaining “progress” and “modernity! Yet whenever
any natural tragedy or calamity struck the society, specially in the Third world
countries of South Asia, Africa or Latin America; the brute devil child traffickers
promptly smell blood. When the need of the hour demands an united action and lending
of cooperative hands to rescue and rehabilitate the hapless victims of earthquake
or flood; the barbarians, in the guise of human beings, feel no qualms in exploiting
even the God-
Uttarakhand had witnessed the gallant entry of child traffickers when the Himalayan state got immersed by a severe cloudburst in June 2013. The same inhuman story is currently being enacted in Nepal where the criminals are in a zealous mission to traffic the vulnerable children by exploiting the chaos following the devastating earthquake.
In this sorry perspective, all concerned authorities should try their level best
to protect the unfortunate children from the deadly fangs of traffickers. Children
are epitome of the Almighty and future of the globe and a society gets best judged
by the treatment it mete towards the junior citizens. Apart from protecting the children
from getting trafficked, the inhuman traffickers should be awarded life-
On the one hand there exists a certain Kailash Satyarthi who does not hesitate to risk even his own life while saving the children from the clutches of their exploiters, there also dwell innumerable agents of hell who long for natural disasters to make a profit by exploiting the children and orphans in dire straits. They do not deserve any semblance of pardon.

Standing up for a cause
Dear Editor,
Three months ago, I decided to work in a very noble and interesting project in this very beautiful state along with my very good friend Jirdam, but at the end of the project, we had to face a very serious legal issue regarding our work; our rights had been denied to us.
Many people asked us to compromise, negotiate and drop the matter, saying we were
young, not from this place, on top of it we were “girls” . We decided to fight for
our right. We sought police help, which again, people said, was a useless choice,
but we went against all odds and went legally to attain our rights seeking and trusting
our law-
I am proud to say that we were not let down. OC, Pasighat P.S, Mr. Nikom Riba his entire team took no time to address to our issue and grounded the culprits. Not only he lend us professional and legal help, but emotional support by a police officer when the victims were in the verge of break down was a rare sight to witness . Truly spectacular moment.
I have worked across nook and corner of India, meeting many police officials regarding various research and social projects during my career, but the OC of Pasighat stands out against others. Our society will for sure be free from numerous wraths of rising crimes if all police department labor with such sheer diligence.
Our society really needs such exemplary chivalrous and noble officers.

Temple of learning or commercial hub?
Dear Editor,
“Knowledge is power” as swami Vivekananda said. It’s the knowledge that has been shaping the mind and soul of our society for centuries. History is the testimony to the power of knowledge.
Erstwhile NEFA students were snatched from their parents by authorities to give them education. Times have changed and it changes everything. In search of that greater knowledge, parents today are willing to sacrifice everything for their kids; for parents know that without knowledge their kid wouldn’t be able to sustain the coming tidal force in future. Schools and colleges has been the only source of gaining knowledge in those days. But with the coming of private institutions mostly around capital complex, it has changed the sacred meaning of temple of learning.
Firstly, the private institutes and their fees structure are 100 times higher than
the government schools. The middle-
Secondly, we want to know why such XYZ institutes prefer only brilliant students who have already scored 90% and above in CBSE exams. Is it because you want your institutes to be listed among the toppers and attract more students who can pay your sky rocketing fees in one go?
But let me tell you one thing, he is the real educator who mould and shape the ordinary student into a brilliant one.
Thirdly, this is related to the first and second point, can your XYZ Institute give us guarantee certificate that those whosoever study in your institute will become doctors and engineer one day?? If you cannot assure us of their future how can you charge such high fees in the name of education? Is it because you know our people are too innocent to listen to your every word.
Dear parents please do not let your kid be another costumer for such institutes which has turned into commercial hub. Don’t be carried away by the big banners and posters of such commercial institution. There are lots of genuine coaching and tuition centres which are affordable.
I appeal to upper class of Arunachal Pradesh to please do think for middle and lower class as well because your voice is more audible then us. It is also a request to the Institute not to turn the student as costumer and turn this sacred temple of learning into a commercial hub.
